-Increases the income threshold for owner-occupied affordable housing units to double the threshold for a rental unit (Sec. 32).
-Allows exceeding the limitation of the total amount of tax credits from $10 million in fiscal year 2010 if agreed on by the commissioner and the department directors for up to $25 million in authorized or approved tax credits (Sec. 100).
-Redefines "project facility" for the Quality Jobs Program as including separate buildings located within a 15 mile distance, from previously 1 mile (Sec. 620).
-Specifies that a qualifying company is eligible for the Quality Jobs Program if it certifies to the Department of Economic Development that it will reorganize and not liquidate and proves after filing its bankruptcy petition that it is not delinquent in filing any tax returns (Sec. 620).
-Creates the "Big Government Get Off My Back Act" prohibiting user fees imposed by the state from increasing in the four years after the bill's effective date, unless the fee increase is to implement a federal program administered by the state or is the result of an act of the general assembly (Sec. 1).
-Mandates that during the four-year period, any state agency proposing a rule will either: Certify that the rule does not have an negative impact on small businesses of less than 25 employees; Certify that the rule is necessary to protect the life, health, or safety of the public; or exempts any small business with less than 25 employees (Sec. 1).
