Vote to pass a bill that would make operating a vehicle without a seat belt a primary offense.
Highlights:
-Requires that every child under four years of age have a child restraint system when riding in passenger vehicles (Sec. 3). -Exempts individuals with certain medical conditions and employees who make frequent stops in the course of their business (Sec. 4). -States that drivers who are not wearing seat belts, have passengers who are not wearing seat belts, or are transporting children who are not adequately restrained will receive a fine (Sec. 5).
