Vote to override a veto of a bill that makes numerous changes to Minnesota health statutes, including changes to the Minnesota Family Investment Plan (MFIP), long-term health care programs, chemical and mental health care, and programs related to the public health.
Highlights:
-Establishes performance thresholds for health care providers that must be met in order to receive funding and reduces state payments for physicians and professional services, basic care services and General Assistance Medical Care (Article 5).
-Specifies and limits dental coverage for non-pregnant adults (Article 5).
-Requires that the commissioner transfer $21.7 million yearly to the medical education and research fund (Article 5).
-Creates a sliding premiums scale for MinnesotaCare participants except for children whose families have an income at or below 200 percent of the federal poverty line, they pay no premiums (Article 5).
-Appropriates a total of $1 billion to Health Care Access for 2010 and 2011 (Article 13).
-Appropriates a total of $9.7 billion to the General Fund for 2010 and 2011 (Article 13).
