Vote to pass a bill that reduces greenhouse gas emissions in the state.
Highlights:
-Provides that the Department of Environmental Quality must study issues such as the regulations established by other states, the amount of funding available for measures designed to reduce greenhouse gas emissions, and the feasibility of providing hardship exemptions for individuals disadvantaged by new regulations when compiling its report (Sec. 1).
-Provides that the Environmental Quality Commission may adopt regulations regarding such subjects as the prevention of modifications to motor vehicle pollution control systems, requirements for motor vehicle service providers to check and inflate tire pressure, and engine use by commercial ships while at port (Sec. 3).
-Mandates that the Metropolitan Planning Organization Greenhouse Gas Emissions Task Force must submit a report recommending legislation to promote alternative land use and the reduction of greenhouse gas emissions in metropolitan areas by January 1, 2010 (Sec. 10).
-Establishes the expiration date for the Task Force as the beginning of the next regular biennial legislative session (Sec. 11).

Vote to pass a bill that gives the Oregon Environmental Quality Commission authority to develop standards and requirements to reduce greenhouse gas emissions.
Highlights:
- Schedules a 10 percent reduction in the average amount of greenhouse gas emissions, per unit of fuel energy of motor vehicle fuel, by the year 2020 (Sec. 3).
- Allows the commission to adopt low carbon fuel standards for gasoline, diesel and fuels used as a substitute for gasoline or diesel (Sec. 3.2).
- Allows the commission to adopt standards for the greenhouse gas content of, and requirements to prevent venting during the use and disposal of consumer and commercial products that contain greenhouse gases (Sec. 3.3).
- Allows the commission to adopt restrictions on engine use by parked commercial vehicles, and by commercial ships while at port (Sec. 3.8).
Requires that truck stops and ports provide alternatives to engine use such as electric power (Sec. 3.8).
