Vote to pass a bill that eliminates the death penalty as an option for sentencing and maintains life imprisonment without the possibility of release.

Highlights:
-Changes the term “capital felony” to “murder with special circumstances” (Sec. 1). -Mandates that crimes considered to be murder with special circumstances will have the penalty of life imprisonment without the possibility of release and eliminates the death penalty (Sec. 2). -Any capital felony committed prior to the effective date of this measure is subject to death penalty (Sec. 5a).
