Title: Primary Seat Belt Law

Vote Smart's Synopsis:

Vote to pass a bill that makes driving without a seat belt a primary offense.

Highlights:
-Increases the speed limit by ten miles per hour over the posted speed limit when the driver is on a highway with a speed limit higher than or equal to 55 miles per hour and when the driver is passing another vehicle (Sec. 1). -Requires that the driver and passengers of a vehicle wear seatbelts, with a $25 fine for each violation of the seat belt law (Sec. 2). -Removes the requirement that a vehicle be pulled over for a moving vehicle violation before a seat belt ticket is given (Sec.2). -Exempts certain people from the law for job-related activities and people who have written certificates for medical conditions (Sec. 4).
