This bill relates to criminal history record checks for individuals who provide early childhood services, Department of Human Services employees and service providers.

Highlights:
-Requires background checks for new applicants for early childhood care licensure and all new staff at childcare centers (Sec. 2). -Defines key terms and draws the distinction between what is and is not childcare (Sec.3). -Mandates that if a new childcare program is located in a private home, requires background investigations for all residents of that home (Sec. 6). -Exempts those who are providing childcare to relatives (Sec. 11). -Provides for two new employees for the attorney general to assist with conducting background checks (Sec. 28). -Allocates $293,760 to carry out the provisions in the bill (Sec. 29).
