Title: Clean Energy Fund and Electricity Provider Bill

Vote to pass a bill that requires consumers with a certain level of demand to purchase electricity from one of two state-wide electricity distributors at a standardized rate.

Highlights:

-Requires that contracts entered into with Class I renewable energy sources include the owner being compensated at a cost-based rate that guarantees a reasonable rate of return. The rate will be determined by the Department of Public Utility Control (Sec.1). -Requires that after January 1st 2010, all customers with a maximum demand of under 100 kilowatts shall receive and pay for electricity only from their designated regional electric distribution company, and not from any other supplier (Sec.3). -Clarifies that this bill will not break previously made contracts and will allow for exemptions based on renewable energy credits (Sec.3). -Requires the electric distribution company to make electricity available at a standard rate to all customers with a maximum demand under one 100 kilowatts (Sec. 4). -Would allow customers to couple the standard rate with the purchase of surplus renewable energy that exceeds renewable portfolio standards (Sec.4).
