Title: Liability Insurance Related to SunRail Commuter Line

A motion vote to pass an amendment that would protect CSX transportation or any future owner of the rail system to be used for the SunRail Commuter Line from any legal liability by establishing a $200 million insurance fund through the department of transportation, and by allowing for the option of a $2 surcharge on vehicle leases and rentals.

-Requires the Department of Transportation to enter into consultation with local governments and CSX Transportation regarding a variety of issues including viability, freight traffic, environmental issues, and technical support (Sec. 28).
-Protects the freight rail operator against any liability, cost, or expense stemming from a loss, damage, destruction, injury, or death (Sec. 28).
-Caps the amount of money the Department of Transportation can pay out in the instance of an accident at $200 million (Sec. 28)
-Allows counties meeting certain requirements to impose a $2 surcharge on the lease or rental of motor vehicles for allocation necessary for transportation (Sec. 30).
-Requires a super majority vote in the county commission to levy a surcharge (Sec.30).
