Vote to pass a bill that establishes the Show-Me Health Coverage Plan and modifies provisions relating to health care services.

Highlights:

-Establishes the Missouri Patient Privacy Act, which prohibits the disclosure of patient-specific health information to any employer, public or private payer, or employee or agent of a state department or agency without the written consent of the patient and health care provider. (Sec. 191.015) -Provides that health information may be released in connection with the employee's official duties including oversight of state health programs, tracking infectious diseases, administering state wellness initiatives and programs, and researching state medical trends. (Sec. 191.015) -Establishes the Evan de Mello Reimbursement Program as a last resort financial assistance program for the cost of transportation and medical treatment for eligible children when all other payment sources have been exhausted (Sec. 191.940). -Establishes the "Show-Me Health Coverage Plan" to provide health care coverage to low-income adults through the Missouri Health Insurance Pool (MHIP), contingent upon whether there are federal funds given to the state or are applied to the program. (Sec. 376.985) -All health carriers or health benefit plans that offer or issue health benefit plans on or after January 1, 2010, will offer coverage for prosthetic devices and services. (Sec. 376.1232)

-Encourages improved care for all premature infants, including uninsured infants (Sec. 119). -Sets the expiration of this program for six years from enactment date (Sec. 208). -Establishes a new health care program, the Show-Me Health Coverage Plan, which provides services for medical ailments including mental health care, in-home health care, substance abuse services, hospice services and others (Sec. 208). -Requires that at least five hundred dollars of preventive care services are given to qualifying individuals each year (Sec. 208). -Requires the Department of Social Services to make a report to the General Assembly by the end of 2009 about how to incorporate individuals of the Show-Me Health Coverage Plan into the Missouri Consolidated Health Care Plan (Sec. 208).
