Vote to pass a bill that repeals a statute authorizing an annual readjustment of the dividend rate for specific classes of employment or industries, so as to comply with the Supreme Court ruling in Farber v. Idaho State Insurance Fund which prohibits the State Insurance Fund from exercising discretion in determining how much of a dividend to pay to each policy holder, but specifies that it is the intent of the legislature that this change shall not apply to any legal action filed on or before December 31, 2008.
