Title: PROMISE Scholarship Amendments

Vote to pass a bill that amends the PROMISE Scholarships and set the maximum amount that students will receive at $4,750 when tuition exceeds this amount and appropriates funds to this Scholarship from the State Lottery Fund for 2009.

Highlights:

-Encourages the Higher Education Student Financial Aid Advisory Board to adjust the academic eligibility standards for the PROMISE Scholarship by raising the composite ACT score requirement to 23 (Article 1). -Sets a cap for the PROMISE Scholarship at $4,750 except for those who were awarded the scholarship before the effective date of the article or if the Higher Education Policy Commission determines there are adequate funds (Article 1). -Appropriates $29 million from the State Lottery Fund into the Education Improvement Fund for the PROMISE Scholarship, $19 million into the School Building Debt Service Fund, and $10 million into the Higher Education Improvement Fund (Article 22).
