Highlights:

-Transfers a total of $110 million from the New Hampshire Medical Malpractice Joint Underwriting Association during 2009-2011 in order to promote health care access for underserved persons (Sec. 1). -Raises the tax on packs of cigarettes by 35 cents per pack (Sec. 2). -Levies a ten percent tax on all gambling winnings of $600 or more, for out-of-state residents who win money in the state and for in-state residents who win money in or out of state (Sec. 4). -Authorizes the state treasurer to borrow on the credit of the state and issue bonds to raise capital for the school building aid program (Sec. 10). -Establishes the motor vehicle air pollution abatement fund, which uses fees, monetary grants, donations, gifts, and interest to cover the costs of the Department of Environmental Services in reducing air pollution from the mobile sector (Sec. 44). -Decreases state payments into employee retirement funds to 30 percent in 2010 and 25 percent in 2011; increases payment to 35 percent in 2012 and every year thereafter (Sec. 49). -Allows the state to issue "turnpike system revenue bonds" up to the amount of $766.05 million (Sec. 72). -Increases the road toll on gasoline to 23 cents per gallon in 2009, 28 cents per gallon in 2010, and 33 cents per gallon in 2011 (Sec. 140). -Limits enrollment in charter schools to 1,353 pupils in fiscal year 2010 and 1,519 pupils in fiscal year 2011 (Sec. 151). -Requires that eight percent of the value of estates over $2 million be taxed upon the death of the estate-holder (Sec. 181).
