Vote to pass a bill that amends various existing laws to implement the state fiscal plan, including, but not limited to, the following highlights.

Highlights:
-Increases the annual registration and reregistration fee for vehicles as follow (Part G):
    -For vehicles weighing 3,500 lbs or less, the fee is increased from $0.645 to $0.81 per 100 lbs or major fraction thereof; and -For vehicles weighing more than 3,500 lbs, the fee is increased from $0.645 to $0.81 per 100 lbs up to 3,500 lbs, and from $0.97 to $1.20 per 100 lbs, or major fraction thereof, in excess of 3,500 lbs.
-Increases the annual vehicle registration and reregistration fee for electric vehicles from $12.94 to $16.80 (Part G). -Increases the minimum annual vehicle registration and reregistration fee for specific vehicles as follows (Part G):
    -For all 6, 8, or 12 cylinder vehicles, the fee is increased from $12.94 to $16.80; and -For all other vehicles, the fee is increased from $10.35 to $12.95.
-Increases the maximum annual vehicle registration and reregistration fee for all vehicles from $56.06 to $70.08 (Part G). -Increases the annual registration and reregistration fee for motorcycles from $14 to $17.50, unless it is a limited use motorcycle, then the fee is increased from $5 to $6.25 (Part G). -Increases the annual vehicle registration and reregistration fee for taxicabs as follows (Part G):

    -For seating capacities of 5 passengers or less, including the driver, the fee is increased from $42.55 to $53.19; -For seating capacities of 6 to 7 passengers, including the driver, the fee is increased from $59.80 to $74.75; -For seating capacities of 8 to 10 passengers, including the driver, the fee is increased from $69 to $86.25; and -For seating capacities of 11 to 15 passengers, including the driver, the fee is increased from $90.85 to $113.56.
-Increases the triennial registration and reregistration fee (including surcharge) for vessels as follows (Part G):
    -For vessels that are less than 16 feet in length, the fee is increased from $21 to $26.25; -For vessels that are at least 16 feet but less than 26 feet in length, the fee is increased from $46 to $57.50; and -For vessels that are at least 26 feet in length, the fee is increased from $75 to $93.75.
-Increases the annual registration and reregistration fee for ATVs from $10 to $12.50 (Part G). -Increases the annual fee for special number plates and the annual service charge for distinctive plates from $25 to $31.25, and increases the amount the Commissioner of Motor Vehicles is authorized to charge in lieu of the special number plate fee or distinctive plate charge for specific categories of special plates from a range of $15 to $25 to a range of $18.75 to $31.25 (Part G). -Increases the annual service charge for distinctive license plates from $25 to $31.25 (Part G). -Increases the crime victims assistance fee imposed on individuals that are convicted of 2 or more crimes or traffic infractions committed through a single act or omission from $100 to $180 (Part I). -Reduces the classification of crime for an individual that violates an out-of-service order with respect to motor carriers from a misdemeanor to a traffic infraction, thereby removing the possible sentence of imprisonment for 90 days for the first violation and 180 days for the second or subsequent violation, but increases the possible fine for the first violation from a range of $1,000 to $2,500 to a range of $2,500 to $4,000 for the first violation, and increases the possible fine for a second or subsequent violation from a range of $2,500 to $5,000 to a range of $5,000 to $6,000 (Part K). -Increases the possible fine for any entity that authorizes an individual to operate a motor carrier that has been placed out of service from a range of $500 to $10,000 to a range of $750 to $25,000 (Part K). -Increases the maximum fine for any violation of the Agriculture and Markets law, or any other law that is within the jurisdiction of the Department of Agriculture and Markets, from $300 to $600 for the first violation, and from $600 to $1,200 for a second or subsequent violation (Part Q). -Increases the fee for the importation of feed ingredient or commercial feed, other than pet food, from $0.05 to $0.10 per ton (Part II). -Increases the maximum fine for violating a rule of order issued by the Department of Agriculture and Markets from $200 to $400 for the first violation, and from $400 to $800 for a second or subsequent offense (Part Q). -Establishes a fee of $10 for every horse entered into a pari-mutuel race within the state of New York (Part V). -Increases the fees for hunting and fishing licenses for individuals that have resided in the state of New York for more than 30 days as follows (Part KK):
    -For super-sportsman licenses, the fee is increased from $68 to $88; -For trapper super-sportsman licenses, which are established by this Act, the fee shall be $88; -For sportsman licenses, the fee is increased from $37 to $47; -For small and big game licenses, the fee is increased from $19 to $29; -For fishing licenses, the fee is increased from $19 to $29; -For trapping licenses, the fee is increased from $16 to $21; -For small game licenses, the fee is increased from $16 to $26; -For muzzle-loading stamps, the fee is increased from $16 to $21; -For bowhunting stamps, the fee is increased from $16 to $21; -For turkey permits, the fee is increased from $5 to $10; -For 7 day fishing licenses, the fee is increased from $12 to $15; -For conservation legacy licenses, the fee is increased from $76 to $96; and -For 1 day fishing licenses, which are established by this Act, the fee shall be $5.
-Increases lifetime sportsman license and turkey permit fees as follows (Part KK):
    -For children 4 years of age or younger, the fee is increased from $300 to $380; -For children 5 through 11 years of age, the fee is increased from $420 to $535; -For individuals 12 through 69 years of age (64 under existing law), the fee is increased from $600 to $765; and -For individuals 70 years of age or older (75 under existing law), the fee is increased from $50 to $65.
-Increases the fee for lifetime small and big game licenses from $350 to $535 (Part KK). -Increases the fee for lifetime fishing licenses from $350 to $460, and establishes a separate $65 fee for individuals 70 years of age or older (Part KK). -Increases the fee for lifetime trapping licenses from $300 to $395 (Part KK). -Increases the fee for lifetime archery stamps from $180 to $235 (Part KK). -Increases the fee for lifetime muzzle-loading stamps from $180 to $235 (Part KK).
