Vote to pass a bill that amends the requirements to obtain a competency-based license to teach, including allowing individuals to apply directly to the State Board of Education as opposed to the local school district.

Highlights:
- Authorizes individuals to request a competency-based license to teach a core academic subject at a middle or secondary school if they hold at least a bachelors degree and demonstrate a high level of competency in the academic subject by passing a rigorous state academic subject test or successfully completing an academic major, graduate degree, coursework equivalent to an undergraduate academic major, or advance certification or credentialing (Sec. 1). - Authorizes individuals to request a competency-based license to teach a subject other than a core academic subject at a middle or high school if they hold a bachelor's degree, associates degree, or skill certification and have skills, talents, or abilities that make a person suited for that teaching position (Sec. 1). - Requires the State Board of Education to establish standards and procedures for determining if a person who applies for a competency-based license to teach a subject other than a core academic subject has the skills, talents, or abilities suited for that teaching position (Sec. 1).
