Title: Car Tax Amendments

Vote to pass a bill that allows vehicles for which a title is issued on or after January 1, 2010 to not be subject to ad valorem taxes and institutes state and local motor vehicle title fees that when combined equal the lesser of $2,000 or 7 percent of the vehicle's value.

Highlights:

-Specifies that the proceeds of state title fees shall be allocated as follows (Sec. 1-2):

    -for each fiscal year, an amount equal to 105 percent of the amount of state sales and use taxes received on the sale of motor vehicles in 2009 shall be used for general appropriations; -subject to appropriations, an amount in excess of the amount described above, if any, not to exceed the greater of $150 million or an amount equal to the aggregate of $50 for each title for which a motor vehicle title fee was collected in the preceding fiscal year shall be made available the following fiscal year to the Georgia Trauma Trust Fund for the use of the Georgia Trauma Care Network Commission; and -for each fiscal year, all funds in excess of the aforementioned amounts shall be used for general appropriations.
