Highlights:
-Requires school districts and charter schools to purchase goods and services through a cooperative purchasing venture, when price competitive, for fiscal years 2010 through 2012 (Sec. 1).
-Requires any purchasing arrangements that include school districts and charter schools to be reported to the commissioner of education and administration (Sec. 1).
-Requires the commissioner of education to hire a consultant to make recommendations about combining services with the intent of improving delivery, efficiency, and cost (Sec. 2).
-Directs that money saved through cooperative purchasing be allocated to classroom education (Sec. 5).
-Appropriates money for the consultation services from the general education fund (Sec. 6).
