Vote Smart's Synopsis:

Vote to pass a bill that amends existing law relating to education funding, high school graduation requirements, and basic education requirements.

Highlights:

-Phases in an increase in required instructional hours that shall culminate in the following instructional hour requirements (Sec. 104):

-at least 1,080 hours for students in grades 7 through 12; -at least 1,000 hours for students in grades 1 through 6; and -at least 1,000 hours for kindergarten students.

-Requires school districts to provide instruction which gives students the opportunity to complete 24 credits for high school graduation, subject to a phased in implementation of 24 credits as established by the legislature (Sec. 104). -Declares the legislature's intention to establish an early learning program for "at risk" children (Sec. 115). -This is a substitute bill by the House Education Appropriations Committee.

Vote Smart's Synopsis:

Vote to pass a bill that amends existing law relating to education funding, high school graduation requirements, and basic education requirements.

Highlights:

-Specifies that, beginning in 2011, if general state revenues from the prior fiscal biennium exceed the revenues from the biennium preceding the prior biennium by more than 5 percent, then 50 percent of the amount over 5 percent shall be transferred to the basic education account (Sec. 402). -Phases in an increase in required instructional hours that shall culminate in the following instructional hour requirements (Sec. 104):

-at least 1,080 hours for students in grades 7 through 12; -at least 1,000 hours for students in grades 1 through 6; and -at least 1,000 hours for kindergarten students.

-Requires school districts to provide instruction which gives students the opportunity to complete 24 credits for high school graduation, and specifies that this requirement may be subject to a phased-in implementation of the 24 credits as adopted by the state board of education (Sec. 104). -Declares the legislature's intention to establish an early learning program for "at risk" children (Sec. 113). -This is a substitute bill by the House Education Appropriations Committee.
