Title: Allowing Home-Schooled Students to Participate in Extracurricular Activities

Vote Smart's Synopsis:

Vote to pass a bill that authorizes student's that are home-schooled or enrolled in private school to participate in extracurricular activities sponsored by public schools, provided that they meet specific academic and residency requirements.

Highlights:
- Specifies that in order to meet the public school's scholastic eligibility requirements, the individual providing the primary instruction of a home school student must submit an affidavit to the school principal that indicates that the student is mastering the material in each course or subject being taught and is maintaining satisfactory progress towards advancement or promotion (Sec. 1). - Prohibits students from participating in extracurricular activities if they were previously attending public school and were declared to be academically ineligible and subsequently enrolled in home school or private school, unless the student demonstrate academic success by providing test results or a portfolio of the students work to the school's principal sometime after the activity season in which the student was declared academically ineligible (Sec. 1). - Prohibits school districts or public schools from imposing additional requirements on student's that are home-schooled or enrolled in private school to participate in extracurricular activities (Sec. 1). - Exempts student's that are home-schooled or enrolled in private school from the attendance requirements of public schools to be eligible to participate in extracurricular activities (Sec. 1). - Limits eligibility to public schools within attendance boundaries in which the student's parent or legal guardian resides, or the school from which the student withdrew to be home-schooled or attend private school. However, other public schools are authorized to allow students to participate in extracurricular activities, provided that they are not involved in interschool competitions or contests for athletic teams, music, drama, or forensic groups or teams (Sec. 1).
