Vote to pass a bill that creates a Planning Division in the Department of Transportation to develop the state transportation improvement program, to develop the state-wide strategic transportation plan, and to coordinate transportation policies, planning, and programs related to design, construction, maintenance, operations, and financing of transportation.

Highlights:

-Creates the position of director of planning to lead the Planning Division, and specifies that the person filling that position shall be appointed by the Governor and subject to approval by a majority vote of the House Transportation Committee (Sec. 9). -Creates an Engineering Division, a Finance Division, and Administration Division, and a Local Grants Division of the Department of Transportation (Sec. 5). -Allows the General Assembly to appropriate funds to any project on the prioritized project list of the state-wide transportation asset improvement program, and specifies that the list shall constitute no less than 10 percent and no more than 20 percent of the aggregate allocation from the State Public Transportation Fund (Sec. 12). -This is a substitute bill by the House Committee on Rules.

Title: Reorganization of State Transportation Authorities

Vote to pass a bill that transfers many of the powers and responsibilities of the State Transportation Board to the State Transportation Authority, which is created by this bill to plan and oversee transportation construction and contract with state or private entities to implement construction plans, to implement transportation projects, and to manage land transportation, tollways, public transit, and air quality.

Highlights:

-Repeals the Georgia Regional Transportation Authority and the State Road and Tollway Authority and specifies that the duties responsibilities, functions, powers, and authority formerly held by these entities shall be possessed by the State Transportation Authority (Secs. 2-1, 3-1, and 5-1). -Specifies that the State Transportation Authority shall be composed of (Sec. 3-1):

    -five members appointed by the Governor; -three members appointed by the Lieutenant-Governor; and -three members appointed by the Speaker of the House of Representatives.
-Allows the selection of contracts for public-private partnerships because of factors other than the lowest-bid pursuant to rules and regulations set up by the State Transportation Authority (Sec. 3-1).
