Title: Funding for Road Construction

Vote Smart's Synopsis:

Vote to pass a bill that submits a constitutional amendment to the voters that would transfer up to $100 million annually from the Alabama Trust Fund in each year from 2010 to 2019 to be used for road and bridge construction, maintenance, and repairs.

Highlights:

-Specifies that 75 percent of the total annual transfer shall be used in the following ways (Sec. 1):

    -No less than 25 percent of this amount shall be used for maintenance and repairs; -At least 6.67 percent of this amount shall be used in each congressional district of the state; and -$1,000,000 shall be allocated annually for ten years to the Alabama Shortline Railroad Infrastructure Rehabilitation Fund to provide for "rehabilitation and upgrading of shortline railroads."
-Specifies that the remaining 25 percent of the total annual transfer shall be used for new construction, maintenance, and repair, and that it shall be allocated in the following ways (Sec. 1):
    -45 percent of this amount shall be allocated equally among the 67 counties of the state; and -55 percent of this amount shall be allocated among the counties on the basis of the ratio of the population of each county to the population of the state.

NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES THREE-FIFTHS APPROVAL IN EACH CHAMBER FOR PASSAGE. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BECOME EFFECTIVE.
