Vote to pass a bill that requires all drivers and passengers to wear a seat belt beginning 60 days after the enactment of the bill, and classifies the violation as a primary offense, meaning law enforcement is not required to detain a driver or passenger for a separate violation before issuing a seat belt citation.

- Establishes a fine of $50 for the first offense, and $100 for a second or subsequent offense (Sec. 2). - Exempts the following from the mandatory seat belt law (Sec. 2):

- Drivers and Passengers in motor vehicles being operated in a parade authorized by law or ordinance, provided that vehicle is traveling at a speed of no more than 10 miles per hour;
- Drivers of motor vehicles that make frequent stops in the course of the driver's business; and
- Drivers and Passengers that have a physical or mental condition that prevents appropriate restraint by a seat belt, as determined by a licensed physician or advanced registered nurse practitioner.
