Vote to pass a bill that prohibits certain injunctions to stop or delay construction of horse slaughterhouses and makes persons who file an unsuccessful action against the operation of a horse slaughterhouse liable for financial losses resulting from a related injunction that halts the slaughterhouse's operations.

Highlights:
-Requires a person filing an action in district court challenging approval of a horse slaughter or processing facility to provide a surety bond set at an amount representing 20 percent of the estimated costs of building a facility or the operational costs of an existing facility, and specifies that the bond must be paid within 30 days of filing the action in order to avoid dismissal of the action (Sec. 2).
