-Specifies that the provisions of this bill do not apply to public improvements financed entirely by federal funds which require a federally-determined prevailing wage, and that workers on public improvements financed partially by federal funds shall receive the higher of the applicable local or federally-determined prevailing wages (Sec. 10). -Specifies that a worker who is paid less than the prevailing wage shall have a private right of action for the difference between the amount paid and the prevailing wage rate in addition to punitive damages, attorney fees, and a liability of 50 percent of the underpayments to the Division of Labor of the Department of Workforce Development (Sec. 14).
