-Sets maximum limits on the state's liability to any single claimant making a claim due to personal injury or death to the following levels (Sec. 3):
    -$1.5 million for causes of action arising from December 28, 2007 to June 30, 2010; -$1.6 million for causes of action arising from July 1, 2010 to June 30, 2011; -$1.7 million for causes of action arising from July 1, 2011 to June 30, 2012; -$1.8 million for causes of action arising from July 1, 2012 to June 30, 2013; -$1.9 million for causes of action arising from July 1, 2013 to June 30, 2014; -$2 million for causes of action arising from July 1, 2014 to June 30, 2015; and -an amount determined by the State Court Administrator based on the changes in the cost of living (but not to exceed 3 percent) beginning in 2015 and for every year thereafter.
