Vote to pass a bill that amends various existing laws for the purpose of implementing savings adjustments to the state fiscal plan.

Highlights:

-Amends the amount of funds the New York Power Authority is authorized to contribute to the state treasury to the credit of the General Fund for fiscal years 2008-2009, 2009-2010, and 2010-2011, as deemed feasible and advisable by its trustees, as follows (Part A):

    -Increases the authorized amount from $60 million to $361 million for fiscal year 2008-2009, provided that $50 million is paid within 30 days of enactment (existing law), $119 million is paid by January 30, 2009, and $182 million is paid by March 27, 2009; -Increases the authorized amount from $35 million to $210 million for fiscal year 2009-2010, provided that $103 million is paid within 180 days of enactment (up from $25 million within 30 days of enactment, as provided by existing law), and $107 million is paid by March 26, 2010; and -Repeals the authorized amount of $35 million for fiscal year 2010-2011.
-Repeals the requirement that the following amount of funds from the Tobacco Control and Insurance Initiatives Pool be made available for services and expenses related to individual enrollee direct payment contracts provided by Health Maintenance Organizations (§ 4321 & § 4322 of the Insurance Code) (Part I):
    -Up to $40 million for 2009; -Up to $40 million for 2010; and -Up to $10 million for the period of January 1, 2011 through March 31, 2011.
-Repeals the requirement that the following amount of funds from the Tobacco Control and Insurance Initiatives Pool be made available for services and expenses related to health insurance contracts issued under the Healthy New York Individual Program (§ 4326 & § 4327 of the Insurance Code) (Part I):
    -Up to $131.25 million for 2009; -Up to $181.25 million for 2010; and -Up to $45.31 million for the period of January 1, 2011 through March 31, 2011.
-Repeals the requirement that the following amount of funds from the Tobacco Control and Insurance Initiatives Pool be made available for services and expenses related to health insurance contracts issued under the Healthy New York Group Program (§ 4326 & § 4327 of the Insurance Code) (Part I):
    -Up to $131.25 million for 2009; -Up to $181.25 million for 2010; and -Up to $45.31 million for the period of January 1, 2011 through March 31, 2011.
-Increases the amount of funds scheduled to be transferred from any of the Office of Temporary Disability Assistance Accounts within the Health and Human Services Fund to the General Fund on or before March 1, 2009, upon request by the Director of the Budget, from $36 million to $136 million (Part A). -Increases the amount of funds scheduled to be transferred from the Environmental Protection Fund to the General Fund on or before March 1, 2009, upon request by the Director of the Budget, from $200 million to $275 million (Part A). -Authorizes the transfer of $6.5 million from the Dormitory Authority Corporate Fiduciary Fund to the General Fund upon request by the Director of the Budget (Part A). -Increases the amount of funds scheduled to be transferred from the Statewide Public Safety Communication Account within the Miscellaneous Special Revenue Fund to the General Fund on or before March 1, 2009, upon request by the Director of the Budget, from $40 million to $65 million (Part D). -Increases the amount of state funding provided to various cities for fiscal year 2009-2010 and each fiscal year thereafter as follows (Part F):
    -From $20 million to $20.64 million for the city of Rochester; -From $20 million to $20.38 million for the city of Yonkers; -From $10 million to $10.54 million for the city of Buffalo; and -From $5 million to $5.24 million for the city of Syracuse.
