Vote to pass a bill that sets limits on higher education tuition increases until July 31, 2011 and appropriates up to $8.2 million to the state board of higher education to offset the financial impact of the tuition limits.

-Prohibits the state board of higher education from increasing tuition by more than four percent over 2009 spring semester levels for the following institutions (Sec. 1):
