THIS IS A VOTE ON REPASSAGE OF THE BILL AFTER THE MEMBERS CONCURRED WITH THE OPPOSING CHAMBER'S AMENDMENTS.

Title: Increasing Vehicle Fees to Fund Transportation Projects
Vote to pass a bill that increases vehicle fees to fund surface transportation projects, and establishes the High-Performance Transportation Enterprise to pursue public-private partnerships to complete surface transportation projects, including through the use of toll highways, provided that they adhere to specific restrictions.
- -$16 for any vehicle that is a motorcycle, motorscooter, or motorbicycle, or that weighs 2,000 lbs or less;
-$23 for any vehicle that weighs more than 2,000 lbs but not more than 5,000 lbs;
-$28 for any vehicle that weighs more than 5,000 lbs but not more than 10,000 lbs;
-$37 for any vehicle that is a passenger bus or that weighs more than 10,000 lbs but not more than 16,000 lbs; and
-$39 for any vehicle that weighs more than 16,000 lbs.
- -$13 for any vehicle that is a motorcycle, motorscooter, or motorbicycle, or that weighs 2,000 lbs or less;
-$18 for any vehicle that weighs more than 2,000 lbs but not more than 5,000 lbs;
-$23 for any vehicle that weighs more than 5,000 lbs but not more than 10,000 lbs;
-$29 for any vehicle that is a passenger bus or that weighs more than 10,000 lbs but not more than 16,000 lbs; and
-$32 for any vehicle that weighs more than 16,000 lbs.
- -Transport raw agricultural products produced by the farmer or rancher or livestock raised by the farmer or rancher to the market or place of storage; or
-Transport commodities or livestock purchased by the farmer or rancher for personal use in the farming or ranching operations.
- -$15 for overlength, overwidth, and overheight permits on loads or vehicles which do not exceed legal weight limits;
-$15 plus $5 per axle for overweight permits for vehicles or loads exceeding legal weight limits up to 200,000 lbs; and
-$125 for special permits for structural, oversize, or overweight moves requiring extraordinary action or moves involving weight in excess of 200,000 lbs.
- -Impose user fees for the privilege of using surface transportation infrastructure, provided that they adhere to toll highway restrictions established by this Act;
-Issue or reissue revenue bonds;
-Contract with other governmental or nongovernmental source of funding for loans or grants; and
-Pursue and enter into public-private partnerships.
- -Ensuring unrestricted access by all vehicles to the toll highway and not requiring that a particular class of vehicles travel on the toll highway, with some exceptions;
-Authorizing any public transportation vehicle to travel on the toll highway without paying a user fee;
-Obtaining any required federal approval;
-Obtaining the approval of every local government whose jurisdiction includes territory in which all or any portion of the toll highway is present or will otherwise by substantially impacted by the imposition of the toll highway;
-Incorporating congestion management and congestion pricing into the schedule of user fees;
-Authorizing the investment of highway-derived user fee revenues for cost-effective multimodal transportation projects that promote mobility, reductions in the emission of greenhouse gas, and energy efficiency;
-Considering whether the completion of the project will help to reconnect or reintegrate any local government or other other community that has been disconnected or divided by existing transportation infrastructure; and
-Preparing a local air quality impact statement and a local community traffic safety assessment that specifically take into account an diversion of vehicular traffic from the highway segment or highway lanes onto other highways, roads, or streets that is expected to result from the imposition of a user fee.
