Highlights:

-Makes the following reductions (Sec. 1-3, 8):

    -$441,000 from the Judicial Branch; -$700,000 from the Legislative Branch; -$1.5 million from the NH Retirement System; and -$500,000 from the Department of Health and Human Services.
-Makes the following fund transfers (Sec. 4-5):
    -$1.75 million from the general fund to the highway fund; and -$6.6 million from various dedicated funds to the general fund.
