Vote to pass a bill that sets the goal of achieving a 15 percent reduction in per capita electricity consumption and a 15 percent reduction in per capita peak demand by the end of 2015.

Highlights:

-Requires each electric cooperative and municipal electric utility that serves a population of less than 250,000 people to provide energy efficiency and conservation programs or services to their customers (Sec. 1). -Requires electric companies to enact energy efficiency and conservation programs and services (subject to the availability of such programs and services) designed to achieve targeted reductions in per capita electricity consumed by at least 5 percent by the end of 2011 and 10% by the end of 2015 (Sec. 1). -Requires electric companies to enact a "cost-effective demand response program" designed to achieve a targeted reduction in per capita peak demand of electricity by at least 5 percent by the end of 2011, 10 percent by the end of 2013, and 15 percent by the end of 2015 (Sec. 1). -Allows the Public Service Commission to impose up to $300,000 as a special assessment to accomplish the requirements of this act (Sec. 3).
