Vote to pass a bill that establishes an elementary and secondary school transfer program under which a student may, at the parent’s request, enroll in a different school in the same or in a different school corporation with the agreement of the school principle and superintendent of the receiving school. The bill stipulates that when the student is transferring to a school in a different school corporation, a prescribed amount of funds accompanies the student from the old to the new placement and that parents are responsible for additional costs of attending. The bill states that parents are generally responsible for transportation to the new school. The bill also permits students to transfer to a school where a parent has owned and paid taxes on residential or commercial property for at least a year prior to the school year. Additionally, the bill requires schools in the lowest performance category for their third or subsequent year to notify parents of their right to request a transfer to another school in the same or a different corporation. If the school corporation is unable to comply with a transfer request, its superintendent must meet with the parent to discuss options for the student.
