The bill also develops standards to which a contractor or subcontractor can be disqualified or suspended from state contract, sets standards for contracts worth more than $500,000 for private contractors, and requires the state to examine the costs and benefits private contactors offer their employees and ensure those workers receive similar pay and benefits as state employees.
