Title: State Lottery Amendments
Vote to pass a bill that submits a constitutional amendment to the voters that specifies that the purpose of the California State Lottery is to provide funds for public education and other public purposes, and authorizes the Legislature to sell future revenue of the lottery and rights to that revenue to issue debt obligations for the purpose of funding that purchase.
NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES TWO-THIRDS APPROVAL IN EACH CHAMBER FOR PASSAGE. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BECOME EFFECTIVE.
