- Opens civilian nuclear facilities for inspection by the International Atomic Energy Agency (Sec 101, 104).
- Requires the president to certify to Congress that this agreement does not violate the Nuclear Non-Proliferation Treaty by assisting India to produce or acquire nuclear weapons (Sec. 102).
