Title: Regulating Chemicals in Consumer Products

Vote Smart's Synopsis:

Vote to pass a bill that requires the Department of Toxic Substance Control (DTSC) to establish a process by which to identify and prioritize "chemicals of concern" in consumer products, to determine how best to limit their exposure to the public, and to reduce the level of hazard posed by the chemicals by January 1, 2011.

Highlights:
- Requires the DTSC to prepare a multimedia life cycle evaluation to evaluate the impact of chemicals of concern in consumer products on the public health and the environment, including water, air, and soil, which will be submitted to the council for review who will issue policy recommendations to the DTSC or other state agencies to mitigate any significantly adverse impacts (Sec. 2). - Authorizes the DTSC to adopt regulations which assess chemicals of concern and potential alternatives by imposing requirements of labeling consumer products, controlling or prohibiting the use of chemicals of concern, funding green chemistry grants, or managing the recycling or disposal of such products (Sec. 3). - Establishes the Green Ribbon Science Panel, consisting of members from various scientific disciplines, to publicly meet at least twice a year to advise the DTSC and council on scientific and technical matters on how to reduce the adverse health and environmental impacts of chemicals of concern, how to develop green chemistry, what kinds of hazard traits and data should be evaluated, and what additional regulations are recommended (Secs. 4-5). - Specifies that the enactment of this Act is contingent upon the enactment of SB 509 on or before January 1, 2009, which establishes a Toxic Information Clearinghouse for hazardous materials (Sec. 7).
