Vote to concur with Senate amendments and pass a bill that prohibits health insurers from canceling health coverage unless there was an intentional material misrepresentation or omission of information submitted by the applicant in the application, and establishes an independent review process to review cancellations of health coverage plans.

Highlights:
- Establishes the Department of Managed Health Care and the Department of Insurance to conduct an independent review of the cancellation of health coverage beginning January 1, 2010 [sec. 8 (a)]. - Requires the Commissioner of Insurance to establish standard information and health history questions that must be contained on an application form for heath coverage [sec. 17 (a)]. - Requires that health insurers to annually report to the department the number of contracts that have been issued, are in the process of cancellation, and have been canceled, by January 1, 2009 [sec. 14 (a)].
