Vote to adopt a substitute amendment to HR 4604 that would require an annual budget which would limit entitlement expenditures, with the exception of Social Security and debt interest payments. The amendment would also transform the bill from a concurrent resolution to a joint resolution, thereby requiring the signature of the President and carrying the weight of law.
