Title: National Popular Vote Plan

Vote to pass a bill that includes Massachusetts in an agreement among various states to award their electoral votes to the winner of the national popular election.
Highlights:
- Requires states possessing a majority of votes in the Electoral College to adopt this compact before the requirements of this policy go into effect (Sec. 5). - Notes that this policy will terminate if the Electoral College is abolished (Sec. 5). - Provides that in the event of a tie in the national popular vote, the state's presidential electors shall cast their votes for the presidential slate receiving the largest number of popular votes within the state (Sec. 4). - Note: After the House vote to engross this bill, the bill number was redrafted and the bill number was changed from H 678 to H 4952.
