A vote to pass a bill that establishes a uniform, nation-wide voter registration system by submitting it through attaining of a motor vehicle driver's license, mailed application, or in person at a designated Federal, State or non-governmental office.

Highlights:

- Requires each State motor vehicles driver's license application to also serve as an application for voter registration, while providing the opportunity for the applicant to decline in writing to be registered to vote via a drivers license application [Sec. 5 (a)]. - Requires each State to accept and use the mail voter registration application form as provided by the Federal Election Commission [Sec. 6 (a)(1)]. - Requires each State to distribute voter registration material and assistance at offices that provide public assistance, unemployment compensation and other related services on behalf of both the State and Federal government [Sec. 7 (a)]. - Requires any State program to provide an accurate and current voter registration list for elections for Federal office that [Sec. 8 (b)]: - Is uniform and nondiscriminatory; and - Has not removed the name of any person from the official list of registered voters for failing to vote. - Prohibits a State from removing the name of a voter from the official list of voters on the grounds that the registrant has moved, unless the voter [Sec. 8 (c)]: - Confirms in writing that he/she has changed residence to outside the jurisdiction; or - Has failed to respond to the registrar and has not appeared to vote. - Allows the opportunity for a person to vote who has changed address even without notifying the registrar [Sec. 8 (e)]. - Requires that in the event of a change of address, within the same jurisdiction, the registrar shall correct the voting list accordingly and prohibits that voter's name from being removed from the registry of eligible voters by reason of change of address [Sec. 8 (2)(A)].
