Vote to table an amendment that prohibits preferential treatment when awarding federal transportation contracts, encourages the development and outreach to emerging businesses, and repeals the Disadvantaged Business Enterprise Program, which requires no less than 10% of highway construction projects funded by the federal government to be contracted to 'disadvantaged business enterprises.'

Highlights:
  • Places emphasis on progressive contracting for federally funded construction projects by using outreach programs to work with emerging and disadvantaged business enterprises.
  • Defines 'outreach' as putting out information about future jobs in a way that is 'reasonably calculated to reach emerging business enterprises'.
  • Defines 'emerging business enterprise' as any business that grossed less than $8,400,000 in the previous 3 fiscal years, has been in business no longer than 9 years, and has expressed interest in construction projects funded by the federal government.
