Vote to table an amendment that expresses the sense of the Senate that future legislation should allow states to spend $21.8 billion worth of zero-interest school modernization bonds to rebuild and modernize schools, and to provide Federal income tax credits to the purchasers of those bonds in lieu of interest payments.
