- Note: The War Powers Resolution of 1973 requires that the President remove troops engaged in hostilities in foreign countries after sixty days unless:
- Congress declares war, or enacts specific authorization for such actions;
- Congress has extended by law the sixty-day period; or
- Congress is physically unable to meet as a result of armed attack on the United States.
