Vote to table an amendment that decreases the number of Senators needed to invoke cloture.

Highlights:

- Requires a 3/5 vote of the Senate (60 votes) to invoke cloture on the first vote. - Decreases the number of Senators needed to invoke cloture by 3 votes for each subsequent cloture vote until a simple majority (51 votes) is needed to invoke cloture.
