Vote to concur with House amendments and pass a bill that requires the ports of Los Angeles, Oakland, and Long Beach to assess a user fee on the owners of container cargo moving through the ports of up to $30 per 20-foot equivalent unit (TEU) beginning July 1, 2009 to be collected twice a year.

Highlights:
- Mandates that one half of the funds garnered from the user fees be used to finance projects to improve the flow and efficiency of container cargo to and from the ports, and the other half of the funds be used to finance projects to alleviate air pollution caused by the movement of cargo to and from the ports [sec. 2 (1745) (c)]. - Establishes the Southern California Goods Movement Authority to prioritize the order of projects eligible for funding from the San Pedro Bay Congestion Relief Fund based on which projects are nearest in time to being constructed. The Authority consists of representatives from the ports of Los Angeles and Long Beach, the cities of Los Angeles, Long Beach, Anaheim, Riverside, and San Bernardino, the Los Angeles County Metropolitan Transportation Authority, the Orange County Transportation Authority, the Riverside Country Transportation Commission, the San Bernardino Associated Governments, and the Alameda Corridor East Construction Authority [sec. 2 (1741) (a-b) & (1750) (a)].
