Vote to pass a bill to levy new taxes and increase existing taxes in order to provide funding for transportation purposes.

Highlights:

-Raises the current tax rate of 17.5 cents per gallon on gasoline and gasohol by 1 cent per year beginning 2009 for six consecutive years until 2014 when the tax shall reach 23.5 cents per gallon (Sec. 1). -Levies an additional state retail sales and use tax in Northern Virginia beginning in 2009 at a rate of 1/2 of 1 percent (Sec. 1). -Levies an additional state retail sales and use tax in Hampton Roads beginning in 2009 at a rate of 1 percent (Sec. 1). -Levies an additional state retail sales and use tax of 1 percent for any urban region of the state that has at least 8.5 million vehicle miles traveled daily (Sec. 1). -Raises the state tax on the retail or distribution of tangible goods, the state tax on the consumption of tangible personal property, and the state tax on the leasing or renting of property from 4 percent to 4.25 percent (Sec. 1). -Levies an additional occupancy tax at a rate of $5 per day for hotel occupants in counties of Northern Virginia for less than 90 consecutive days beginning in 2009 (Sec. 1) -Lowers the tax on food purchased for human consumption from 1.5 percent to 1 percent and exempts food purchased for human consumption from the additional retail sales tax imposed in the Northern Virginia and Hampton Roads areas under this bill (Sec. 1). -Increases the tax on the sale of motor vehicles from 3 to 3.5 percent and the tax on the rent of motor vehicles from 4 to 4.5 percent beginning in 2009 (Sec. 1). -Specifies that all revenues from the various taxes, except if otherwise indicated, shall be deposited into the Supplemental Highway Maintenance and Mass Transit Fund (Sec. 1).
