Highlights:

- Requires all persons who propose to develop the capability to withdraw more than 2 million gallons a day from the waters of the state or persons who propose to withdrawals that will result in intra-basin transfers averaging more than 100,000 gallons per day over any 90-day period to obtain permits (Sec. 32723). - Requires all persons who propose to develop the capability to withdraw in a manner that would reduce the flow of a cold river system by 14 percent or more or reduce the flow of a cool or warm river system by 20 percent or more to obtain permits (Sec. 32723).
