Vote to pass a bill that creates new regulations relating to the sale or transfer of handgun ammunition.

Highlights:

-Requires a person to become licensed by the Department of Justice before selling or transferring more than 50 rounds of handgun ammunition in any month and specifies that violators of this regulation are guilty of a misdemeanor (Sec. 2). -Requires vendors who sell handgun ammunition to record for each transaction the following information: the date, the purchaser's driver's license or other ID number and the state in which it was issued, the brand, type, and amount of ammunition transferred, the purchaser's signature, the name of the salesperson, the right thumbprint of the purchaser, the purchaser's residential address, the purchaser's telephone number, and the purchaser's date of birth (Sec. 2). -Requires that vendors keep ammunition purchase and transfer records for at least five years from the date of purchase beginning July 1, 2009 (Sec. 2). -Mandates that ammunition vendors allow peace officers to inspect purchase and transfer records if the records are relevant to investigations conducted by those officers, if the records are being sought as part of an inquiry about persons prohibited from owning a firearm or ammunition, or if the records are being sought to ensure compliance with the Dangerous Weapons Control Law (Sec. 2). -Prohibits handgun ammunition from being sold in any manner other than a face-to-face transaction in which the purchaser provides bona fide evidence of his or her identity beginning on July 1, 2009 (Sec. 5). -Requires that an employee of an ammunition vendor undergo a background clearance conducted by the Department of Justice (Sec. 2). -Specifies that imprisonment in a county jail for up to one year and/or a fine of up to $1000 shall be the penalty for a vendor who is found to have sold ammunition to a person that he or she knows is prohibited from possessing such ammunition, and that a vendor who sells ammunition to a person that he or she has cause to believe is prohibited from possessing such ammunition is guilty of a misdemeanor (Sec. 4).
