Title: 'No Child Left Behind' Implementation

Vote Smart's Synopsis:

Vote to pass a bill that would change the corrective action policies affecting local school agencies that do not meet the standards established by the federal No Child Left Behind Act of 2001.

Highlights:
-Specifies that a local educational agency that has been identified for corrective action under the No Child Left Behind Act shall be subject to only one of the following sanctions in any three year period:
-replacing specific agency personnel
-removing schools from the local educational agency's jurisdiction and establishing alternative governance
-appointing a trustee with authority to stay or rescind any action of the governing board or superintendent of the local educational agency
-abolishing or restructuring the local educational agency
-authorizing pupils to transfer to a higher performing school operated by another local educational agency
-instituting a new instructional program
-deferring programmatic funds or reducing administrative funds (Sec. 2).
-Allows a "program improvement" local education agency, as identified by the standards of the No Child Left Behind Act, that in the judgment of the Superintendent of Public Instruction has satisfactorily conducted a self-assessment and is making progress towards improving its instructional program to forego direct intervention in favor of continued state monitoring (Sec. 2). -Appropriates $47 million from the Federal Trust Fund to the State Department of Education for local educational agencies identified for corrective action in the 2007-08 fiscal year, pursuant to the No Child Left Behind Act (Sec. 4).
