Title: Prison Health Care Facility Bonds

Vote to pass a bill to create the Prison Health Care Construction Program, which consists of a program to develop new medical and mental health care facilities for prisoners (Health Care Expansion Program) and a program to "improve" existing medical and mental health care facilities for prisoners (Health Care Improvement Program).

Highlights:
-Authorizes the issuance of $6.90 billion in revenue bonds, negotiable notes, or negotiable bond anticipation notes to fund the Prison Health Care Construction Program (Sec. 1) -Appropriates $100 million from the General Fund to be used for the implementation of the Health Care Improvement Program (Sec. 1). -States the Medical Care Receiver's intention to provide for the construction of health related facilities and housing which would affect approximately 10,000 inmates with medical and mental health needs (Sec. 1).
