Vote to pass a bill that prohibits the writing, sending, or reading of text messages by any person operating a motor vehicle on any public road or highway and prohibits drivers who hold a Class "E" learner's license or intermediate license from operating a motor vehicle while using a cell phone.

Highlights:
-Specifies penalties for violations of the provisions of this bill, including a fine of up to $175 for the first violation, a fine of up to $500 for each subsequent violation, and a fine double the amount of the standard fine if the person is involved in a crash at the time of the violation (Sec. 1). -Mandates that law enforcement officers enforce provisions of this bill only as a secondary action when a driver is detained for another violation (Sec. 1).
